Is Dragos in Maltepe or Kartal? What the deed will say
Dragos straddles two districts. Which mahalle names appear on deeds, why there are two Cevizlis, and what the difference means for a buyer.
Type Dragos into a Turkish search bar and one of the first suggestions is a question: is Dragos in Maltepe or Kartal? Locals ask it, delivery drivers ask it, and buyers from abroad ask it as soon as they see two different district names on listings for the same hill. The answer affects your title deed, your tax office and your town hall, so it is worth getting straight before you look at flats.
Is Dragos in Maltepe or Kartal? Both
Dragos is a place name, not an administrative unit. It covers a hill and the shore beneath it, and the boundary between the two districts runs across that ground. The Istanbul Metropolitan Municipality describes the hill as lying between the borders of Kartal and Maltepe, and Turkish reference works say the same. So a building on one side of a street can be registered in Maltepe while its neighbour opposite belongs to Kartal.
Nobody issues a certificate that says “Dragos”. What you get is a mahalle, the official neighbourhood, inside one of the two districts.
The mahalle names you will actually see
On listings and deeds for homes in Dragos, three names come up again and again:
- Orhantepe, Kartal. Most of the hill. A neighbourhood of about 2.9 km² with 26,248 residents in 2024, a long coastline and the old summer-house lanes.
- Cevizli, Maltepe. The western slope towards the E-5, home to large projects such as La Mer Dragos and Özak Dragos.
- Cevizli, Kartal. Yes, a second Cevizli. Kartal has its own neighbourhood of that name, which includes land along the southern side of the D-100.
The duplicate name catches people out. When a seller says the flat is “in Cevizli”, ask which district, and check that the deed agrees.
Does it matter whether Dragos is in Maltepe or Kartal for you?
Less than you might expect, but in a few concrete ways:
- The deed and the registry. The district decides which land registry office handles the transfer and which municipality bills you for property tax.
- Services. Rubbish collection, local parks, permits for building work and the municipal sports programmes come from your own district. The Dragos Water Sports Centre on the shore, for example, is run by Kartal Municipality.
- Searching. Property portals file listings by district and mahalle. Search only Maltepe and you will miss the Kartal half of Dragos, and the other way round.
What the district does not decide is the thing most buyers care about: the view of the Princes’ Islands, the walk to the station and the feel of the street. Those follow the slope, not the boundary.
Why the name confuses people
Part of the reason is history. The area was settled long before modern district lines were drawn. Byzantine remains on the shore date to the sixth century, and in 1081 the Dragos stream itself served as a frontier between Byzantium and the Seljuks. Later it grew as a summer retreat after the railway arrived in 1873. A name that old does not fit neatly inside boundaries drawn in the twentieth century.
How we handle it on this site
Every listing we publish gives the location line as people use it (Dragos, plus the project or the side of the hill) and names the district and mahalle in the details once we have confirmed them from the deed. If you are comparing a flat in Maltepe’s Cevizli with one on Orhantepe’s slope, we will tell you plainly what changes and what does not.
So, Dragos in Maltepe or Kartal? Whichever the deed says. Send us the listing you are looking at and we will check.
